How do I apply a 60A "welding receptacle" to my service calculations? This receptacle is rarely used in a controlled industrial application. Do I use the full 60A?

Table 220.3 says "Electric welders, ampacity calculations... 630.11, 630.31."
Several factors will contribute to the determination. None are based on the receptacle rating.
