Service call in hotel

I arrive to a service call at a hotel. Panels are located on each floor and control all electrical systems for the floor. Two rooms, which have separate circuits, are having problems. One of the rooms shows on your meter: 110 volts hot to ground, 110 volts neutral to ground, 208 hot to neutral. The other room shows 110 volts hot to ground, 110 volts neutral to ground and 0 volts hot to neutral. What would cause this?
