service change with existing panel in 4' high crawl space

i have to change existing 100 amp fuse service to a 200 amp breaker panel in a 4' crawl space. local authority says service and branch circuits need to be relocated due to height restrictions. there is no major remodeling or additions taking place. i believe the code at the time of installation allowed this location. is this an nec problem or building code issue?

If you're 200 amps or less the NEC says it's OK as Dennis pointed out. We have many split-level homes with this exact arrangement around here. For what it's worth we usually move the panels out into a wall in the room adjacent to the crawl space.
