If water is all pex (plastic) do I still have to use the water for a GEC if one is not existing it is metal going underground thanks 2011 code

PEX is typically inside. If there is a metal underground water pipe coming into the building that transitions to plastic inside you have to run a grounding electrode conductor to that metal pipe.

Piping inside the house is all pex with at least 10' metallic water pipe in the ground. Correct?
If so, you need to use the metallic water pipe as a grounding electrode & supplement it with another electrode. Ufer, ground rods, ground plates, ground ring.
