This seems too short to me... I thought 3 feet of clearnace is needed. Am I correct

The clearance is determined by the slope of the roof. Meaning a flat(ter) roof would require more clearance because of someone standing on the roof. I don't see that happening in your case! But without looking, I do think there is a minimum clearance.

The MANSARD ROOF may have been added on after the riser was installed, which explains why the roof jack is missing.
That mansard roof is really not serving its purpose . . .well. . .as a roof.
It's just there for aesthetics.
In a torrential rain--that weather head will catch water and drip all the way down.
