1- Can you splice service wires inside the breaker panel? 2-If a panel is being feed from a breaker does the panel have to be a main lug or can it be a panel with a main.
 
Overcurrent protection of panelboards can be within or at any point on the supply side of the panelboard. See 408.36 There are some exceptions.

If the panel is being fed from a breaker then the wires are not service wires, its a feeder.

Yes As long you don't fill the panel more than 75%.
When you run a feeder from one panel to another panel with main lugs, the breaker on the first label will protect your feeder an the panel but nothings prohibits you to use a main circuit breaker panel. Adequate or coordinated AIC need to be adressed.
