I recently had a "discussion" with another Journeyman regarding the length of a neutral in a panel. we ran 4/0 MC three phase to a house panel in a commercial application. the question is, Does the neutral need to be cut at the same length as the current carrying conductors? or can it be longer. what is the code reference if there is one?

It doesnt matter if the neutral is longer or shorter than the ungrounded conductors.

You wont find one. There is nothing in the NEC saying how long a single grounded conductor must be.
