Service conductor replacement and prior generator installation

Got to replace about 120ft of SE underground that had fault damage and non functioning. Issue is existing is 250kcmil 3 wire, and someone installed a generator and ATS at meter and never changed the bonding at the main panel. Now I believe there was some allowances made in the 2020, but here we are on the 2017.
So to rerun it would seem I must run 4 conductors from ATS to the main panel and change the bonding of the main panel? Now this panel is an older CH but not real old but has no visible location to add a seperate ground bus, (no mounting holes, preformed allowing "at least 2 threads contact" for mounting) and neutral is perminantly bonded (not isolated from enclosure).
(Issues the Generator installer failed to recognize or didn't care about.) ATS is Generac and is service equipment with bonded N/G.
What would others do to make compliance to 2017.

Can't you just drill and tap a ground bar on?. And what do you mean by the n-g bond is permanent? Are you sure it can't be removed?

Honestly, I would probably just keep it three wire and call it existing and a repair.
That is what you seen in equipment that is marked "suitable only for use as service equipment" Equipment with that marking has a permanent bond between the neutral bar and the cabinet. Equipment marked "suitable for use as service equipment" has a factory supplied but removable main bonding jumper.

Yeah I understand that usually for meter sockets and meter mains,. Just don't recall seeing that on a load center panel board.
