Service Conductor Tapped to MLO with No OCP ( Existing)

Howdy, going to add a small panel, off an old Pushomatic Panel. Noticed no fuses or Breakers on line side of load side, of the load side of the meter.
Here is a pic, seems the Simplest is to get ride of these old panels and just install a service rated panel board with a Main breaker.

Seems I can't load the other picture since I recored as a video ill figure out how to post them latter.

So there is another 20 space panel to the left both are tapped off that meter below. Both have more than 6 throws and both have no main breaker.
Only thing protecting these wires is the 400 main for the building.



Is the picture of the Wire way with the meters set inside like that Legal? Never dealt with them. Seems the POCO would not like that since its not lockable, Things seems Sketchy.

Looks as though the original installation fell under the "6 hand rule", but someone at some point added 2 more breakers to the bottom of that panel, which would have been a Code violation, so it was likely a DIY thing. You have no choice but to fix it all, so I would opt for a completely new panel.
