Service conductors and generator.

We are are 2008 cycle. I just saw a job today where the generator company has service conductors in same raceway as feeders off of main ocpd in transfer switch. Also they have control wiring in same raceway. Is this legal? I couldn't find a reference to prove otherwise but I always thought service conductors needed to be isolated. Please provide references if possible. Thanks for the help.

Service conductors come only from a utility and are usually not fused at their ampacity.
Any power conductors from the generator are just feeders, usually from an SDS and have OCPD at the generator.
Are these POCO conductors going to a transfer switch?
