Service Conductors

Good evening. I looked at a job replacing a 3 phase 120/208 service at a BK. One thing I noticed was that the conductors from the mast enter the building before the meter for about 3 feet and the meter is on the adjacent outside wall. Both the line and load side of the meter exit through the rear in seperate conduits.

Has anyone ever seen this before?

Is the meter on the outside wall inside the building or outside. In NYC almost all the meters are in the buildings-- or at least it used to be like that.

I believe this is really a power company thing. I have seen the service drop attached to one side of the house and run in conduit thru the attic to the meter about 40' away.
