Service disconnect 200 amp 3 ph 4 120/208v

I’m working with a 200 amp service 3 ph 4 wire which meter is going not to be moved but the electrical panel is getting relocated 70 ft away from existing location back to back meter , can i install the disconnect inside 70 ft away from meter next to electrical panel instead of back to back of meter , reason not installing meter back to back disconnect is the unit will be separated. Thank you .

No, you must have a disconnect near the point of entry. Not sure if Chicago has other rules.

230.70 General. Means shall be provided to disconnect all
conductors in a building or other structure from the serviceentrance
conductors.
(A) Location. The service disconnecting means shall be installed
in accordance with 230.70(A)(1), (A)(2), and (A)(3).
(1) Readily Accessible Location. The service disconnecting
means shall be installed at a readily accessible location either
outside of a building or structure or inside nearest the point of
entrance of the service conductors.
