Service Disconnect and Manual Transfer Switch

Can the service entrance go from the electrical meter into a manual transfer switch (connected to a generator), then into the service disconnect (a main circuit breaker panel)? Or does there need to be a service disconnect before the manual transfer switch?

If the manual transfer switch is service entrance rated, it can be before the service main. If not, then it can not.
