service disconnect for 9 meters

I am an electrical inpector. I have a client who has installed a 9 gang meter socket that he recieved special from factory with a 400 A disconnect breaker. He also recieved the meter with a 3/0AWG nuetral conductor as well as i clad phase connections for the same rating. Due to the fact that he recieved the meter socket from factory with thes 3/0 rated conductors he also used 3/0 from the disconnect to his service point.

My question lies in if the disconnect infront of all the meters is a form of protection or if it is just for isolation? Is the 3/0 suitable for the 400A breaker if it is just for isolation?

My understanding is that 400A requires a 400MCM service conductor. These questions arise due to the fact that these things were recieved from factory.

My initial instinct is to tell him he needs to rte his conductor to the 400A disconnect breaker but would I be wrong? would he also need to change 3/0 on the secondary of the breaker?

This is not a disconnect breaker, it is his service disconnecting means.

The neutral is to be sized in accordance with 220.61. It has been my experience that 3/0 is normally sufficient.

The service conductors are to be sized in accordance with Part II of Article 220. It has been my experience that 400 kcmil is normally sufficient.

If you have doubts, ask the electrical contractor for a copy of his calculations. You may then file the calculations with the completed permit papers after you verify his work. :)
