225.32 service disconnect location. Setting a panel in the basement of a new home. 3 wire installation, how much service cable is allowed in the home?? Local inspector states 5', Anybody know where to find this? The basement is really tall, 10', and needed to go past some plumbing.
About 4' feet horizontal and another 5' vertical, .from bandboard to connector is 9'
 
225.32 is disconnect for feeder conductors. 230.70A1 is service disconnecting means. It is not specifically called out in code what "nearest the point of entrance" means. This will be determined by the AHJ and local codes. In Oregon it is assumed up to three stud bays. Going from ground level to the basement in one stud bay would be acceptable.
 
Unprotected service cable from the meter to the panel is strictly a local AHJ thing. Here we are allowed ten feet. The NEC code is silent on an exact distance. If you have already talked to the AHJ it sounds like five feet is the limit.

in this neck of the woods, the utility requires a disconnect 12 feet from the meter.

a POCO requirement, not a code requirement
