I have read that a meter can is not considered as a Service Disconnect. What if that same meter can has a OCPD? Would that satisfy the requirements as long as the meter can is listed and labeled as a "Service Disconnect"?
If the combination unit is listed as service equipment, then yes it would be acceptable. The intent is that the meter itself cannot serve as the disconnect. Most utility companies will throw a fit if a customer is pulling the meter. I have seen numerous combo paks installed to satisfy the disconnect and grouping requirements on a building.

As a reminder, any panel board located after the main disconnect now becomes a subpanel and needs to be fed with a four wire feeder and isolated neutrals and grounds. This is where some people mess up and then get made if a make them change it. Creates a real problem if this is an existing panel that is being changed and identifying the neutral connections properly.
