Good day,

I am working on a Shell building project that will be rented to multiple business after it is built. Since each business will have it is own meter in the future, my intention is to provide a service large enough so each business can attach its meter to the main service. Is this feasible?
Does code require to have a main service disconnect in this case? Can I rely on main breaker of the panel as a service disconnect?

To meet 230.72 you are often required to have a central location for your disconnects. You can design this so each occupancy can have a 60,100, 200, 400 or almost any size service disconnect available but the costs will vary considerably.

Will the meters be on the exterior of the building? I'm not sure where you're at in Texas, but PoCo's have different requirements depending on who you're dealing with. Oncor, for example, requires access to the meters for multiple tenants, and you cannot primary meter a pad-mounted transformer serving multiple tenants. Exterior main disconnects are required for each tenant adjacent to the meter. I'm unsure of your set up from what you've described, so a little bit more information may be helpful.

Large tenant spaces typically have the utility transformer and it comes to a tap can and splits from there to various disconnects and coordination with the Power Company up front will save you wasting your time for reworking it in case there's anything not to their standards.

Generally the engineer who designs the shell space should provide enough amps. Whenever i design a shell space i ask the developer/owner to get an idea of what the space might be in the future like a restaurant,deli or cafe etc.Then you can size your service based on that. I think you still have to follow the 6 disconnect rule if its a separate service or just do one main and then tap from a wire trough.
 
On the shells I've done, the utility wanted an SDE (Service Distribution Enclosure) with 12" X 12" wiring troughs connected with 4" on both sides of the SDE.
