Hi,
In short, is the function of the service disconnect to provide means of disconnecting service to customer and also provide overload & overcurrent protection to the cables on the load side of the SD?

The Service Disconnect provides overload protection on the line side, overload, short circuit and ground fault on the load side, and serves to disconnect conductors from their source.
See definition of service equipment.
An important distinction is the SD does not provide short circuit or ground fault on the line side.
 
A technicality of sorts.. 230. Part VI covers the service disconnect itself where as Part VII covers the overcurrent protection.
Often the same thing or in the same cabinet but the OCP is allowed to be immediately adjacent to the disconnect (230.91)
