I have a residential house where the meter base is located approximately 15 feet from the main panel. Main panel is located in garage and meter base is located outside around the corner of the house. I know I have to install a service disconnect between them but was wondering where would be the best location for it? If placed closest to main panel, then that cuts down on the length of SER I have to use and vice versa if I place it close to the meter base. I beleive I also have to separate grounds and neutrals in the main panel, remove the bonding jumper in the main panel, as well as move the EGC to the service disconnect. does the service cable run on the outside of building or through the inside to get to the panel?

If it runs outside and only has minimal length inside to get to the panel, a main breaker in the panel is suitable for service disconnect in most cases.
 
How do the service conductors get from the meter to the panel? Are they run inside the building or outside the building? If they are run outside and the main panel is "nearest the point of entrance of the service conductors, there is no need for a disconnect other than the main breaker in the panel.

The service cable runs on the outside of the house. I have heard of a NEC code requirement that says that if the main panel is more than 6 feet, straight line, from the meter base then it needs a service disconnect. Anyone heard of this rule?

There is no such NEC rule. As others have mentioned you need to enter the structure with the service entrance conductors in a limited length. The NEC does not define the length. However conductors can run on the outside of the structure for an unlimited length.

As the others said, there's no official distance, but it only refers to the cable length inside, so you're okay with the main in the inside panel.
