service drop attachment

good day,

i would like to ask for your expertise and experience about service drop attachment..

is it safe to have your service drop attachment in the tubular steel street light pole? The service entrance is also installed here and likewise the lamp of the street light.

i was confused because in the NEC only the vegetation like trees are not allowed to support overhead conductors such as service drop.

but in this situation, the service entrance installation including the service drop and the lamp (which is part of the loadside) are located in one tubular steel pole before it was distributed in other street lighting poles.
 
yes, the distribution wire coming from this pole is attach to a porcelain.

but as i see it, the grounded service conductor is connected directly to the steel pole which i think part of the loadside.

sir, what happen if it is not connected with porcelain or polymer or other means of insulation? is it the objectionable current?
