Service end box and surge protection connection for the whole building - means and methods

In New York City I have an existing residential building that needs surge protection to comply with NEC 230.67.

I want the surge protector to cover for the entire building.

Is it an acceptable method to install a surge protector by connecting the surge protector wires directly into the service end box (Ahead of all the disconnects like we do with fire pump or fire alarm)? Would that cover for the entire building? Or would I need one for each individual service disconnect?

Where is the ConEd meter? Is this a CT service? If so I think that you should be after the CTs.

Not a CT service. The building does not have only 1 main meter. The meters are after the service disconnect for residential units and before the service disconnect for the PLP.

The proposed surge protection will have it's own separate dedicated service switch and meter - connected directly at the service end box. Kind of like we connect the power for fire pump and fire alarm.

Who is going to pay the meter service fee for that meter that supplies no loads? I would expect a few years of monthly service fees would pay for the costs to put an SPD at each service disconnect.

What work are you doing that triggers a requirement to comply with a rule that did not exist when the building was built?

Are you saying SPD does not need a meter? If SPD needs a meter it will be billed in the same account as the PLP loads. I am not putting SPD on each service disconnect, it will only be 1 SPD ahead of all service disconnect, connected directly at the service end box.

It trigger me because 230.67 tells me to put a SPD if I'm replacing service equipment.
(D) Replacement. Where service equipment is replaced, all of the requirements of this section shall apply.
