Is service entrance prohibited in Flood Plain Area? If not, what termination is accepted and how should be protected? The NEC regulates location of service entrance in this type of environment?

If I understand the question you have a service that is in a flood plain area, first determine the B.F.E. basic flood elevation. The equiptment must be located above this mark.In certain areas here we have a B.F.E. of 14 ft. above sea level, this does cause some problems. What we do is inform the G.C. that they must supply a platform with stairs to the service equiptment. The platform must be large enough to comply with working clearances.
Don`t forget that 1 receptacle and 1 switch may be below the B.F.E. mark all others must be above that mark.We did a home a few years ago in which the architect had 3 ways , 4 ways and receptacles all throughout the non living area below the house. To comply we located these above the B.F.E. mark which was 14 ft. since the ceiling was at the B.F.E. all were placed in the ceiling.I got some really funny looks from the home owner when he asked how do I turn on the switches in the ceiling and I handed him a 10 ft 2x2 :D

What code are you citing a.wayne? I would ask you local inspector gicu. I know that in Myrtle Beach, SC the local ordinances dictate this requirement. All buildings within a certain distance from the shoreline are required to have the main service euipment a certain distance above grade. I have not heard that it is a NEC requirement specifically, just a practical design practice.
