Service entrance cable pass through question

Service cable passes through a panel on its way to the main disconnect - see photos below. I thought this was not allowed unless specifically designed for it; however, how does one determine if it was designed in that manner?

Here that would be considered a violation of 230.70(A)(1).
I would have to add that would be on a list of several violations.
 
I think that would be ok with 230.70(A)(1) here, they would give it to me. YMMV

OP you are likely thinking of 230.7, but that does not apply to a cabinet so no issue specific with the pass thru.

As far as other issues besides the general poor sloppy workmanship:
1. Not sure what is going on with the EGC in the SER coming out of the right side of the panel. Is that a GEC? IF so it is not irreversibley spliced.
2. Bonding screw is installed in the sub panel.
 
How can you tell, they seem to come from outside through that LB.


The OP is talking about the ser cable in red that passes thru the panel. Also those nm cables are round... probably not service conductors either however that is not what the op is talking about- I don't think...
 
I see now.. I thought that LB was a panel and all was fed from the right side. Why is it ser cable. Ser has a neutral and an equipment grounding conductor which is need only for a feeder

Because whoever installed this (probably added the transfer switch) had no idea what they were doing. :)
