Service Entrance Cable rusted out pipe with pvcca

I looked at doing a heavy up the other day and usually l just run 4/0 aluminin SEC from the meter to the panel inside. At this house though it was run in pipe because the point of entry was underground. I would replace the rusted pipe with schedule 80 pvc but I'm not clear on the wires. I assume I can buy individual 4/0 cables but wasn't sure what size neutral to run? Thanks in advance
 
Isn't the POCO responsible for everything on the line side of the meter?

I took from the OP that he had an overhead service and the feed from the meter to the panel went underground to enter the house. Most likely panel is in the basement.
Whether the Service was overhead or underground, I think he just meant the SE conductors enter the panel from underground.

To the OP: I can't answer for where you're at but here the supply houses don't stock individual Al conductors.
You could run the SE cable through the conduit or use USE-2/RHW-2 cable, or THWN single conductors.
 
For a 200a service to a house, the neutral is typically downsized 2 wire sizes from the ungrounded conductors. 4/0, 4/0, 2/0. And yes, you can buy them individually.
