Service Entrance Cable

I came across a service cable on the front of the house that is being protected by PVC. only 10ft of cable is in the PVC and the other 15ft is exposed. MY question...Where the cable enter the pvc, is a connector required at that point? The conduit is only protecting against damage because of being in front of the property. That appears to be SER cable (yes, SER can be 2-conductor) and is rated for outdoors. The PVC is just a sleeve and not a complete raceway. Therefore, a connector is not required.

I've been flipping pages for the past half hour trying to find a code section(s) for this.

Can you help me out?
 
Take a look at exception #1:

300.12 Mechanical Continuity — Raceways and Cables.
Metal or nonmetallic raceways, cable armors, and cable
sheaths shall be continuous between cabinets, boxes, fit-
tings, or other enclosures or outlets.
Exception No. 1: Short sections of raceways used to provide
support or protection of cable assemblies from physical dam-
age shall not be required to be mechanically continuous.

Exception No. 2: Raceways and cables installed into the
bottom of open bottom equipment, such as switchboards,
motor control centers, and floor or pad-mounted transform-
ers, shall not be required to be mechanically secured to the
equipment.
