WHY NOT?? WHERE DOES IT SAY YOU WOULD HAVE TO USE ALL CONDUCTORS IN A CABLE, CORD, OR OTHER SIMILAR ASSEMBLY?

I read this as an overhead assembly (3 insulated, one ACSR as messenger) in which he wants to remove one of the insulated for single phase application and less weight. I know he said "cable" but there have been many posts in a few threads where "triplex" and "quadplex" were considered "cable". OP, can you clarify?I am assuming that you want to not use the grounding wire and the neutral is correctly sized.
