Service Entrance Cables: Ground Wire

At an existing building with 1200A, 480/277VAC service, have been required to remove the owner's 21Kv to 480V transformer(primary voltage service) and replace it with a 1200A meter service board fed from a 480/277V utility service. NEC 250-32(2), for multiple buildings permits the supply conductors to be run without an equipment ground. As the old service conductors do not have an equipment ground and the building service has a zero sequence ground fault system, can the new metered board be added without replacing the service conductors and adding an equipment ground?

I am not sure what you are asking but it seems that you are taking a service from an electric utility and eliminating service from the existing primary metered customer primary. If this is the case, it is a new service and you will be required to follow the Code for a new electric service to a stand alone building. The previous service would have no bearing on the new one. :)
