I have house that the SE conductors wore ( thermal-plastic ) is it OK to wrap this with super 88 electrical tape and if so where can I find it in the code book.
 
Are you saying the covering wore through or the conductors' insulation has?
I don't think you will find an answer in the NEC.
Must be insulated 310.2(A).
If the insulation in an enclosure has been damaged, it can be repaired.
If the covering has then you will not be able to repair it properly, even with 'shingling' the tape layers. Water will track into the panel.
 
To me the key word is in Volta's answer: Water
If you simply have damage to the outer cover and not the insulation, then if tape will maintain the integrity of the covering there would be little problem UNLESS it's exposed to water,. With moisture you will have intrusion and further damage.
 
I don't quickly find any reference to such in NFPA's 70B, Recommended Practice for Electrical Equipment Maintenance, 2006.

While the cable may have been 'rated' sunlight-resistant, we know that it doesn't hold up in practice.

It should be replaced, without a doubt. Like so many items in this trade, the problems that may be caused by this might be slow to manifest. If you were to apply tape as a repair, it is still going to need to be rated for the conditions of sunlight and temperature, and won't likely keep the water out completely.
 
Its the covering, I am sure the tape will do. The Inspector just now returned my call and he said the tape will be Ok.
