Service entrance conductor tap

Client is looking at a 1960's era house to flip. House has 2 ganged meter bases outside- no outside disconnect. It is currently being served by a single meter. Inside there are two grouped main breaker panels each fed with a seperate SE cable (about 50 feet from meter base). It appears that at some point in the past one meter served panel that supplied the basement and the other meter/ panel served the upstairs. It looks like somebody wanted to supply the whole house via one meter and spliced/tapped the two SE cables service entrance conductors together in the meter can. Is this code compliant?
 
Yes (at the time of installation)
You have 1 service 230.2 and grouped service disconnects 230.40 Exception 2
 
The connection in the meter socket might be questionable as to multiple conductors but that might be a POCO solution/jurisdiction.,
As far as the overall situation, a lot might depend on what Code cycle was in effect, when the two cables were combined.
