I have commercial space fed by 480/277V electric utility service 800A coming into CT cabinet meter then to service disco. Service entrance conductor size from CT cabinet to service disco do they fall under POCO or under customer NEC 2014 Section 230.42 sizing and providing conductor purpose?

You need to determine where the service point is.

Service Point. The point of connection between the facilities of the serving utility and the premises wiring.
Informational Note: The service point can be described as the point of demarcation between where the serving utility ends and
the premises wiring begins. The serving utility generally specifies the location of the service point based on the conditions of service

I am with the rockstar and the old man. One utility where I did a CT service fed overhead, they gave me the CT's and said I had to bolt them in, they wouldnt touch them (they did however do the CT and V wires to their meter).

I think that he's asking how to size the conductors from the CT cabinet to the service disconnect.

No not how to size it. Whose responsible for sizing it and installing it. I have project where service entrance conductor as described post #1 some say POCO designer should give size while some say it is sized by customer per NEC Section 240.42.

In my world we supply the conductors to the CT cabinet and install the CTs. Once YOUR wires are in and passed inspection, I send the service guys by to make the final connections.

The POCO doesnt have any say in how to size my conductors.

What are the final connections?

IF this is an area or POCO you are unfamiliar with, you will just have to find out from them where the service point is. There is nothing we can do from here to resolve that for you.

Phase and neutral conductors that land in line side terminal of service disco, it’s between CT cabinet metering and service disco, sizing is responsibility of POCO design engineer generally? If yes then what is the purpose of NEC 2014 Section 230.42(A)?

Here also we are responsible for everything on the load side of the CTs.

Wiring the meter circuit would be the most fun part of the job.

No it is not usually. That would be very unusual.
That would be unusual in this area also. On most installs here YOUR conductors would be required to the transformer or tap box.
As has been stated previously, YOU need to check with PCOO and determine the service point. That can not be determined on this Forum.

Around me, the service point for that installation would be the secondary terminals of the utility trasnsformer, so all of it would be sized per the NEC.
