Looks like 230.9 limits you 3 ft away from windows for sevice condutors at a weatherhead. If Weatherhead is above a window that can only be open from bottom can you install riser by window as long as weatherhead is above said window.

Read 230.9(A) carefully again.

"Service conductors installed as open conductors or multiconductor cable without an overall outer jacket" is how it starts out - this means if in a raceway or a cable with an outer jacket (most likely SE cable) those clearances do not apply, but do apply to the open overhead conductors and the open conductors leaving a weatherhead to connect to the overhead conductors.

Then read the exception that follows - the clearance rule doesn't apply to conductors installed above a window is basically what it says.

Only the portion of a window that can be opened is what the rule applies to. If the window can't open at all you can have open conductors right next to it.
