Service Entrance Conductors or Feeders?

I'm quoting a residential service upgrade as part of an addition to a house where the addition will enclose the existing underground meter pedestal location. Normally I would put the new pedestal at a location further down the exterior wall and bury RMC with service entrance conductors deep enough to be considered "outside living space" but in this case there is an existing slab that will stay. My question is if I use a pedestal with a main breaker installed are the wires considered Service Entrance Conductors or Feeders (in which case I could run EMT or PVC above the slab to the panel)
