service entrance conductors

I have a existing 400 amp meter socket, I want to add two 200 amp disconect on the right hand side of the meter socket. I can not put one to the left. If I put the two disconnects side by side can I pass the service entrance wires from the meter to the second disconnect through the first disconnect? I can not find the code reference, I want to say no but something makes me think as long as it is service entrance conductors it will be okay?
 
Yes as long as they're only SEC's in the raceway and do not fill the space more than 40%.

A. The requirement in 230.7 states that service conductors shall not be installed in the same raceway or cable with feeder or branch circuit conductors. However, this rule doesn't prohibit the mixing of service, feeder, and branch circuit conductors in the same service equipment enclosure. Therefore, what you described is permitted by the Code.
