Hi,I am required to have a disconnect at the meter socket,do I need a disconnect in the panel located directly behind the meter?

You need a service disconnect either in the panel behind the meter or one next to the meter, but not both. Be aware though that some POCO's require the main to be adjacent to the meter and some AHJ's don't allow service conductors to enter the building-so you may need to put it outside next to the meter, even though it is not required to be by the NEC.

The utilities in NH require a disco at the meter most are using a combo meter and disco.

OK, then you don't need a main breaker on the inside panel-use a MLO panel.
