Service Entrance Grounding

I have question relative to service entrance grounding conductor. If I have 400ampere fusible disconnect on a wall outside that feeds a 400ampere MLO panelboard indoors. Is the ground conductor that will feed the panel sized per NEC Table 250.66 of are the ground conductor sized per 250.122.

The equipment grounding conductor would be 250.122 based on the size of the OCD!
