Generally I do not run an system ground conductors to the utility company transformer. This client is wants full generator back-up. I am not sure once I leave the ATS if I am required to provide a ground conductor. I have attached a one line for reference.

Branch circuits and feeders always need an equipment grounding conductor. Even when you have an ungrounded system. Metal raceways can be that equipment grounding conductor in most cases and comply with NEC though there are many that specify a separate conductor be utilized.

Service conductors must bond the grounded conductor to enclosures. You must separate grounded and equipment grounding conductors beyond the service disconnect or beyond the system bonding jumper when dealing with separately derived systems.
