Service Entrance Grounding

I have a question on Service Entrance Grounding:
The code handbook exhibits show that the Grounding Electrode conductor should be connected to the Neutral bus and then bonded to the Ground bus. Our institution wiring right now has all grounds connected to the Ground bus and then bonded to the Neutral bus. I realize that either way is acceptable by NEC 250.30. My question is; which is the better way to ground and why?

250.30 deals with separately derived systems and not electrical services.

250.24 deals with grounding electrical services.

The grounding electrode conductor is require to be connected to the grounded (neutral) service conductor at any accessible point from the load end of the service drop or service lateral to and including the terminal or bus to which the grounded conductor is connect at the service disconnecting means. (See 250.24(A)(1))

I would recommend reading through all of 250.24.
