Service Entrance in RMC IN DWELLING

Existing SE is standard 60A cable ... IN 1" RMC for about 25 ft in crawl space to 60A main / disconnect, load side to 100A bkr panel.

Conduit fill tables indicate max qty THREE #2 (THWN) in 1" RMC. So my several hundred dollar question ... is RMC (yet) an acceptable means of SE length > 5ft IN THE DWELLING.
 
The NEC does not set a limit as to how far SEC's can enter a building. IMO you won't find many locales that allow you to run SEC's for 25' under a crawl space. For conduit fill you treat the cable as if it were round and use it's diameter to find the conduit fill.
 
I don't think the fact that SE conductors are in RMC affects how far they can run into building

So the nec talks about near?

So local inspector says how many feet = near
 
No reason you can't use the 1" RMC as an equipment ground but, as others have indicated, most jurisdictions will require an outside disconnect but on the bright side your 1" with the 3 #2s will still work as a feeder.

but you can't use the bare concentric conductor for for the grounded conductor if it isn't a service conductor.

If the raceway is encased in 2" of concrete, many places accept that as being "outside the building"
