Greetings,
For service entrance POCO meters that have bypass test switches, can the bypass test switch be operated by customer?

Not here in NYC once the meter enclosure is locked no one could access the bypass that's usually located inside the enclosure

You would have to remove the seal and front to get at the handle which when operated releases the meter. Not really a test switch, just a means to maintain power while the meter is removed for service or swap-out.

So the answer is no- not without meter tampering.

Just thought I would say, in case you are not aware, there are several different types of bypasses. There is lever bypass, test block bypass, and horn bypass. Either way, you would have to cut the meter seal to access them. How big a deal that is will depend on the POCO. Here, national grid is analagous to the buy chillaxin with a fat spliff, and they dont care about anything. I just cut a seal yesterday to replace a bad SE cable, and I didnt tell them and Im not going to.......Very different other places.
