Don't understand why electricians, when they are not yet on the 2020 code cycle, don't just use meter boxes with a disconnect. Only costs a couple bucks more, but sure makes future panel repairs a lot easier.

That I get because the rods affect the system itself but what does the POCO have to do with the amount of SEC's that enter into a structure if they're past the service point which is clearly an NEC issue? Around here the POCO almost never even enters the building for a single family dwelling.

Are you calling the meter the service point or the drop to the weatherhead? They definitely care if someone taps ahead of their meter and steals power.

The service point is typically set by the POCO. For an overhead service that is almost always where the drop from the pole connects to the service conductors.

The nearest point of entrance for the service disconnect is pretty self explanatory in the NEC - it's the nearest point of entrance of the conductors...

True, but what if there is no service disconnect on the outside? Would you say that only sketch #3 in the OP is code compliant?

So what about access to the unprotected conductors? That seems to be the bigger argument against either a conduit body or pull box.

It isn't an issue any more than removing the panel cover is. I suppose you could use one-way screws or Securi-Torx screws if it makes you feel better. I personally prefer to arc weld the cover on.

Correct. The only code would be one the that talks about the service disconnect being close to the point of entry.

Not allowing LBs and pull boxes on the service entrance is a utility requirement.
