is it code and what article no. to drill a hole in the back of a tap box for multi services directly in the building for grounding electrode condutor to cold water ground before the main water valve? I forgot to say also in a conduit pvc.

its for main service entrance conductor to a main bus tapped on either side are the service disconnects and meters, bolt down bus on either side.

You are using a modular setup?

I think this is legal, as long as you are following the manufacturer's instructions, and the POCO rules.
