I agree with the first quote. However, the Code makes no distinction about whether one is installing services fed from overhead or underground, its use is permitted when terminated into metering equipment. I've seen many installations of overhead masts with USE or URD cables in them.Pierre pointed out that UL and the NEC only allow USE above ground to terminate to service or metering equipment.
I agree with Pierre, you can not run USE down from weather-head to a meter.

I don't see that leaves any options.338.10 Uses Permitted.
(A) Service-Entrance Conductors. Service-entrance cable used as service-entrance conductors shall be installed as required by Article 230.
Type USE used for service laterals shall be permitted to emerge from the ground outside at terminations in meter bases or other enclosures where protected in accordance with 300.5(D).
