I have an old 60 amp fuse panel. I pulled out the main fuses and tested the wires from panel to the hook up on the pole. The wires are disconnected from the pole. All wires read good no continuity between any. As soon as I put in the fuses I'm reading continuity between the wires.... Whats going on?

Are there any loads connected to the panel?

Everything else is all wired to the panel fuses in but there is no power at all...

If a refrigerator is plugged in with or without power there will be continuity between he conductors. Once the fuses are installed you are reading thru some potential load
