When you have a cable tap box supplied by a pad mounted transformer for multiple tenant services why would you install a bonding jumper from the grounded conductor to the grounding conductor. It is my understanding that bonding is done at the first means of disconnect. This is for a 480/277 service.

There should not be an EGC if you are on the line side of the service disconnect. All metal parts are bonded directly to the neutral.

However the tap box requires bonding and the code permits it to either be bonded directly to the neutral in the tap box, or to be bonded to a supply side bonding jumper run back to the tap box from the service equipment, but there would be no connection of the neutral to a grounding or bonding conductor of the wire type at the tap box.
