I've got a primary metered facility with it's 13.8kV Service Switchgear located outside. I want to run either conduit and wire or 480V bus from the step down transformers into the building and to the main switchgear maybe 50 feet away. My concern is the rule concerning the requirement for the service disconnect in close proximity to the point of entrance to the building.

Does that still apply when it is in fact not the service disconnect? i.e. can I run that 480V "feeder" into the building and go as far as I want to get to the 480V main switchgear?
 
You need a disconnect when you enter the building envelope. If you run your conductors under the ground and keep them encased in concrete. You can put your disconnect as soon as you go through the slab. This is useful if you have a electrical room in the middle of the building. You just run it underground and come up right into your electrical room.
 
In your case, with primary metering, even though 230.70 doesn't prevent it, 225.32 does.
