Is there a code article stating that you have to have a meter disconnect or over current protection for service entrance wire if over a certain footage

I am guessing you are referring to 230.70(A)(1). Jurisdictions vary on this requirement.

(1) Readily Accessible Location. The service disconnecting
means shall be installed at a readily accessible location
either outside of a building or structure or inside nearest the
point of entrance of the service conductors.

In Resi. you can wrap the SEU around the outside of house if it is secured properly :blink:

I am pretty sure that I can do that in commercial also.
