I have this job (hypothetical) beautiful new 1800 sq ft. Manufactored home on a unfinished basement on my customer's on property fed by the local power company. Can I put my all in one (meter/main) on the Manufactored home and run my s.e.r. strapped to the bottom of the modular to the factory sub-panel, isolating my grounded (neutral) and equipment grounding conductor there and bonding the panel, while tying all of those together at the service equipment including my electrode system??? Hu can I??

What you describe appears code complaint. When SE cables are used as feeders, the installation must meet the provisions of Article 334, including protection requirements...

Well, Article 550 Mobile Home definition last paragragh "For the purpose of this Code and unless otherwise indicated, the term mobile home includes manufactured home.

It's been my belief that if the customer owns the m.h. (via mobile/manufactored) and the land, the foundation is permanent and then it shall be treated like a stick build as far as the service equipment and location and the sub-panel and the 4 wire's to it. What do you think??

NO, I disagree. 2005 NEC Article 550.32 (B) Manufactored Home Service Equipment (1) and (2) along with the others.

Not true I've gotton hit for this one before 550.33 feeders (after first means it is a feeder) they need to have 4 insulated conductors (ser has uninsulated ground wire)
 
Check your definitions of the home. Modular homes, I believe, are considered "permanent" homes and can be wired as such. I have a modular with meter/combo feeding house panel in interior hall. I wired the service 7 years ago with ser and had no problems. The home being on a solid foundation is one of the criteria separating a modular from a mobile home. Check NEC as well as local codes.
