can a Nema 3R be used as a service equipment? there is a master electrician saying that he used Nema 3R as service equipment

The 3R rating is just the environmental rating. Any type of equipment, including service equipment can be installed in a 3R enclosure.

It would have to say on the tag/sticker info the following. “Suitable for use as service equipment” to be used for service equipment.
