Service/Feeder Grounding

Utility underground service (240V) is provided on a pedestal with meter and 200A disconnect. Utility has ground rod and ground is bonded to neutral connection.

At house location 200A panel with main breaker.

Questions under debate in our office.

1. Are 4 wires required from meter/disconnect to panel? (I think 250-23 requires 4)
2. If yes, can ground and neutral be bonded at 200A panel?

If you run 4 wires, you do not rebond at the building. The only bond between the grounded and grounding conductors is the main bonding jumper at the service disconnect. If you have used nonmeltallic conduit between the meter and the building, you can apply 250.32(B)(2) and only install 3 wires. I say this because it is very unlikely that there are other conductive paths between the meter and the building. In this case you would bond the grounded conductor at both locations.
