Service for future buildings loads

I have been assigned to design a switchboard at an airport for future hangers and offices. We have the building sq ft, but the building have not been designed. Is there a calculatiion that I can use and still stay within code.

You can run one 120 volt circuit to each hanger and comply with the code. That is no problem. Having a viable finished product is the goal.

Rough in UG conduit for later additions. PVC is cheap compared to a feeder too small.
